He types for a bit and then makes eye contact with the viewer.<br /><br /><br /><br />LINSAY: Reading newspapers is one of the pastimes that <a href="https://en.wikipedia.org/wiki/Hearing_loss" target="_blank">Deaf</a> people loved to do. The first official publication from the Deaf community was the American Annals for the Deaf that was widely circulated. Deaf people could follow what was happening in Deaf communities across the nation. Eventually, different schools for the Deaf would start their own paper; these papers shared opinions, discussions and stories. That prompted many Deaf people living in different areas to develop a sense of mutual cooperation which led up to the establishment of the National Association of the Deaf. These papers included entertaining stories, articles that started discussions on the issues that affected the schools of thought of the day, poems, and general news. A Deaf person in one place probably would read about the person they were familiar with in other area of America and so forth. The commission has just released a report identifying some of the barriers faced by the <a href="https://en.wikipedia.org/wiki/Hearing_loss" target="_blank">Deaf</a> community.<br /><br /><br /><br />Chief Commissioner David Arnot said people in the north suffer from a serious lack of access to services.<br /><br /><br /><br />"There are seven trained and certified interpreters in <a href="https://en.wikipedia.org/wiki/Saskatchewan" target="_blank">Saskatchewan</a>, as compared to <a href="https://en.wikipedia.org/wiki/Manitoba" target="_blank">Manitoba</a> that has 70," he said. "So I think that is clearly an area that needs to improve."<br /><br /><br /><br />The report also calls for universal screening of newborns and linking diagnosis with appropriate treatment.<br /><br /><br /><br />Arnot said the commission is helping the Deaf community to meet with policy makers to address these issues. This does not include the number of friends and family including children who travel with us.<br /><br /><br /><br />2. <b>We Would Like to Access Onboard Entertainment Too.</b> Please make your onboard entertainment accessible by providing <a href="https://en.wikipedia.org/wiki/Closed_captioning" target="_blank">captioned</a> material. We know those safety videos have to be captioned but c’mon, we know you can caption the latest blockbuster that you so happily offer to all your passengers. The technology barriers that once existed are practically nonexistent as captioning is already being provided on some airlines. For those airlines providing captioning access, please keep up the great work.<br /><br /><br /><br />3. <b>We Would Appreciate Being Informed When It is Our Time to Board.</b> As there are multiple lines and sections or classes called at different times, it is difficult if not impossible to know when it is our turn as in Priority or Group 1 versus Rows 30-54 or Group 3. Please make use of the the <a href="https://en.wikipedia.org/wiki/Passenger_information_system" target="_blank">electronic information boards</a> that are widely available to share information as to specific boarding times. Many other people would also benefit from this type of electronic communications.<br /><br /><br /><br />4. <b>We do Prefer If You Communicate with Us Directly.</b> Please not use our children or family members who are <a href="https://en.wikipedia.org/wiki/Hearing_%28person%29" target="_blank">hearing</a> to communicate with us. There is nothing worse than using a child to communicate the often complicated travel schedules that occur with airline snafus and delays. We know this may take extra time and the ticket lines can get long but hey, we are passengers too. Lets talk about ways to make this easier!<br /><br /><br /><br />5. <b>Please Tell Us We Actually Have Time to Grab That Extra Coffee.</b> Please post all changes including gate changes and flight delays on your electronic boards and use clearly identifiable signage to indicate changes have been made. There is nothing worse to be sitting at an airport only to find out that the gate has been changed to a different terminal and missing your flight or that you actually had time to grab that cup of <a href="https://en.wikipedia.org/wiki/Coffee" target="_blank">coffee</a>. We love those airlines that already do this!<br /><br /><br /><br />6. <b>We Are Not Trying to Ignore the Flight Attendants.</b> We do want that drink too and to put away our devices as required. There is no need to receive a hard stare because we did not respond quickly enough. For those who have identified themselves as Deaf and Hard of Hearing, please have your staff double check the flight list to let us know how we can best <a href="https://en.wikipedia.org/wiki/Communication_%28disambiguation%29" target="_blank">communicate</a> with you during the flight.<br /><br /><br /><br />7. <b>Please Tell Us If We Are Experiencing Flight Issues.</b> Yes, it would be great to get a heads up as to the exciting places we are flying over like the Grand Canyon. Jokes shared over the plane’s <a href="https://en.wikipedia.org/wiki/Public_address_system" target="_blank">PA system</a> are also great. We realize that this is not always possible but please share essentials such as delays on the embankment or the fact that we may have to have an emergency landing in a different city. It was part of a nationwide demonstration at all 50 state capitals to call for better education, more job opportunities and acceptance by society in the Untied States.<br /><br /><br /><br />The DGM aims to fight for the rights of the Deaf and future generations in the <a href="http://deafyouvideo.blogspot.com/search/label/Deaf%20Grassroots%20Movement">Deaf community in all 50 states</a>. On Wednesday all 50 state capitols will have a rally for Deaf Rights, including <a href="https://en.wikipedia.org/wiki/Tallahassee,_Florida" target="_blank">Tallahassee, Florida</a>.<br /><br /><br /><br /><div style="text-align: center;"><iframe allowfullscreen="" frameborder="0" height="360" src="https://www.youtube.com/embed/SVL5o94L7Jo" width="500"></iframe></div><br /><br />Occasionally cars passing by on Monroe Street would honk their horns in support, but there was no reaction from the protestors. They were a quiet bunch but fingers started flying, eyes grew wide and faces filled with expressions when word spread a reporter was in their midst.<br /><br /><br /><br />“So I can’t hear,” Bob Webb of <a href="https://en.wikipedia.org/wiki/Tallahassee,_Florida" target="_blank">Tallahassee</a> signaled to a man carrying a notebook. “I have a brain. I have a heart.”<br /><br /><br /><br />The Deaf Grassroots Movement formed in September after a <a href="http://deafyouvideo.blogspot.com/2016/03/deaf-grassroots-movement-national-deaf.html">protest at the White House in Washington, D.C.</a> The group says education opportunities for Deaf children are abysmal when compared to those of children who can hear.<br /><br /><br /><br />The activists planned the 50-state rally to raise awareness of their plight and to issue a call to action to the <a href="https://en.wikipedia.org/wiki/Hearing_loss" target="_blank">Deaf</a> community and its allies to fight inequality, discrimination and the oppression Deaf people face.<br /><br /><br /><br />Webb indicated that the <a href="https://en.wikipedia.org/wiki/Americans_with_Disabilities_Act_of_1990" target="_blank">Americans with Disabilities Act</a> was a good thing but needed to be amended to include services geared toward the Deaf.<br /><br /><br /><br />The group protesting in Tallahassee ranged in age from a middle-school student, who carried a sign saying “Please Invest in My Education,” to an elderly man with a long gray ponytail and ZZ Top-like beard.<br /><br /><br /><br />Other signs proclaimed sign language as a birthright language, explained that hearing doesn’t make you a better person and listed how the <a href="https://en.wikipedia.org/wiki/Hearing_%28person%29" target="_blank">hearing</a> discriminate against the Deaf.<br /><br /><br /><br />Webb explained the Deaf community feels the state is failing to provide them an equal opportunity in education, employment and in pursuing the American dream.<br /><br /><br /><br />When asked what he wanted, Webb took to pen and paper from and wrote,<br /><br /><br /><br />Stop discriminating against us in employment.<br /><br />Audioism hurts us because they want us to be like hearing people.<br /><br />Give us fair access, like all other communities.<br /><br /><br /><br />“Don’t limit me,” Webb signaled. “So I can’t hear. Wilder.<br /><br /><br /><br />They want to educate others on what can be done to make their lives better.<br /><br /><br /><br />"We got a lot of issues that we are faced with," said Alan Wilder of the <a href="http://www.idahodeaf.org/" target="_blank">Idaho Association of the Deaf</a>. "The American with Disabilities Act that was set up a long time ago, but it's not quite sufficient enough, enough where as Deaf people are still fighting everyday to receive interpreters or get equal access to information."<br /><br /><br /><br />Organizers say that quality education, jobs and healthcare just aren't available to many Deaf people in the state. Because, they say, they don't have access to qualified <a href="https://en.wikipedia.org/wiki/Language_interpretation#Sign_language" target="_blank">sign language interpreters</a>.<br /><br /><br /><br />"In smaller communities it's not very well set up, but you know in hospitals they usually have that, but if you go to doctor's office or counseling services, they don't have those services," said Alan Wilder.<br /><br /><br /><br />And while these people are all too familiar with the challenges they face every day. But there’s been one major roadblock in her attempts to seek help: Hoffmeister is <a href="https://en.wikipedia.org/wiki/Deafblindness" target="_blank">Deaf-Blind</a>.<br /><br /><br /><br />“I’ve struggled and fought for weeks and weeks, and they said, ‘Well we can’t serve you, we can’t find <a href="https://en.wikipedia.org/wiki/Language_interpretation#Sign_language" target="_blank">interpreters</a> for you, you won’t have communication access,’ and it’s been extremely frustrating,” Hoffmeister told the News Service through an interpreter. “It’s time to change, it has to be time to change. People want to come back from this, but they can’t. There’s nowhere for them to go because there’s no communication access.”<br /><br /><br /><br />Hoffmeister was among hundreds of people who gathered on <a href="https://en.wikipedia.org/wiki/Boston_Common" target="_blank">Boston Common</a> on Wednesday to raise awareness and increase political pressure to address the needs of <a href="https://en.wikipedia.org/wiki/Hearing_loss" target="_blank">Deaf, Deaf-Blind and Hard of Hearing</a> individuals. Wednesday’s event, sponsored by the <a href="http://www.tdgm2015.org/" target="_blank">Deaf Grassroots Movement</a> of Massachusetts, is part of a national effort to bring attention to issues in the Deaf community.<br /><br /><br /><br />The DGM aims to fight for the rights of the Deaf and future generations in the <a href="http://deafyouvideo.blogspot.com/search/label/Deaf%20Grassroots%20Movement">Deaf community in all 50 states</a>. On Wednesday all 50 state capitols will have a rally for Deaf Rights, including <a href="https://en.wikipedia.org/wiki/Massachusetts" target="_blank">Boston, Massachusetts</a>.<br /><br /><br /><br /><div style="text-align: center;"><iframe allowfullscreen="" frameborder="0" height="360" src="https://www.youtube.com/embed/SVL5o94L7Jo" width="500"></iframe></div><br /><br />Hoffmeister said she’s been working with Tabatha Patrican, a Deaf woman who has been in recovery for more than a year, to try to find a treatment facility that can meet her needs.<br /><br /><br /><br />“For three weeks we’ve gone through interviews, the paperwork process, what if she died tomorrow? The state would be responsible for her death if that were to happen,” Patrican said through an interpreter. “We need to have money provided for halfway houses, for trainers, for interpreters. They need to understand we’re at risk, we’re in danger, we need support, we need guidelines for this.”<br /><br /><br /><br />The <a href="http://www.mass.gov/eohhs/gov/departments/mcdhh/" target="_blank">Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH)</a> said that it spends approximately $350,000 annually to ensure individuals have access to meetings, day treatment, and other services with <a href="https://en.wikipedia.org/wiki/American_Sign_Language" rel="nofollow" target="_blank">American Sign Language</a> interpreters or <a href="https://en.wikipedia.org/wiki/Communication_access_real-time_translation" target="_blank">Communication Access Realtime Translation (CART)</a> support.<br /><br /><br /><br />“We have partnered with the Department of Public Health to bolster our efforts for opioid-related supports and will continue to work to make sure there is equal access … for every individual who is seeking treatment,” Aurora Wilber, spokesperson for MCDHH, said in a statement. “We are also pursuing initiatives in five key areas aimed at improving coordination of treatment, increasing technology to aid in communication, education and training programs in response to our population’s needs.”<br /><br /><br /><br />During fiscal 2015, MCDHH provided 6,389 hours of ASL interpreting and CART services in substance abuse settings in response to 3,427 service requests, the commission said. The commission is also implementing a program to train Deaf peer supports to use Narcan, an opioid overdose reversal drug.<br /><br /><br /><br />Patrican said detox centers have told her they don’t accept Deaf or Deaf-Blind patients and even walking into facilities asking for help has not worked. When an addict is ready to get help, Patrican said, it’s imperative that treatment starts quickly, before the addict could change their mind and continue to use.<br /><br /><br /><br />“<a href="https://en.wikipedia.org/wiki/Hearing_%28person%29" target="_blank">Hearing people</a> can walk in and immediately have services, but for Deaf people there is always a delay,” Patrican said. “I’ve lost two Deaf people from drugs. And they died because there was no treatment available to them.”<br /><br /><br /><br />Eveleen Cunningham, a licensed alcohol and substance abuse counselor who has been in recovery for more than 30 years, said there is a high rate of relapse among Deaf individuals in recovery because they don’t have complete access to the same kinds of treatment and support programs that hearing individuals have.<br /><br /><br /><br />Despite Beacon Hill’s laser-like focus on the opioid epidemic, Cunningham said the Deaf community has largely been forgotten because “there isn’t enough advocacy to increase services and there isn’t a focus on addressing Deaf services for people who are in recovery.”<br /><br /><br /><br />“Gov. (Charlie) Baker has funded a lot for opioid treatment and addiction recovery, but nothing specifically for Deaf individuals that would be available around the clock,” Cunningham said through an interpreter. “We need funding, we need treatment options that focus on the continuum of services for substance abuse, including 12-step programs adapted for Deaf individuals so they can understand and access it.”<br /><br /><br /><br />In the mid-1980s, Cunningham, who is Deaf, sought help for her own addiction. She said she had to fight to get into a treatment program and then had to teach the counselors there some rudimentary <a href="https://en.wikipedia.org/wiki/Sign_language" target="_blank">sign language</a> so they could work with her. "I found that they were actually very accessible."<br /><br /><br /><br />Hoque says he still remembers his first pick-up. It went smoothly and "communication was not a problem at all."<br /><br /><br /><br />He credits a set of in-app features that Uber has rolled out specifically for Deaf and HoH drivers to communicate with riders.<br /><br /><br /><br />Uber says he's now one of at least 300 drivers in Toronto alone who have been using the in-app features on the job for the past year.<br /><br /><br /><br />How it works - As soon as a trip is requested, drivers using the in-app features will see a flashing light, in addition to getting the usual audio alert. When Wendy, a <a href="https://en.wikipedia.org/wiki/Hearing_loss" target="_blank">Deaf</a> woman, met her college boyfriend, he was popular and attractive, so she put up with the harsh way he spoke to her. Then he gave her a black eye.<br /><br /><br /><br />“I thought it was normal, and that that was love; that it was just a part of when you care about somebody,” Wendy, 38, who didn’t want to be identified by her real name because she has yet to go public with her story, said through a <a href="https://en.wikipedia.org/wiki/Language_interpretation#Sign_language" target="_blank">sign language interpreter</a>. “Then the insults became a little bit physical, and then a cycle began.”<br /><br /><br /><br />The cycle included her boyfriend holding her hostage in locked rooms after arguments, once almost forcing her to go to the bathroom in a bucket because she couldn’t leave. He beat her up on her 27th birthday, but she didn’t report it at least partly out of fear no one would believe her. She tells the story of a fellow Deaf friend who was abused by a significant other, and when police came to investigate, they didn’t believe the Deaf friend was abused.<br /><br /><br /><br />“It’s why Deaf people don’t report to police,” Wendy, a <a href="https://en.wikipedia.org/wiki/Deaf_culture" target="_blank">Deaf community</a> advocate in the central New York area, said. “It’s always ‘they won’t believe me.’ ”<br /><br /><br /><br />Deaf women experience sexual and domestic abuse at much higher rates than women who hear, but are unlikely to report it. A new initiative announced last week from the <a href="https://en.wikipedia.org/wiki/Vera_Institute_of_Justice" target="_blank">Vera Institute of Justice</a>, a New York City-based nonprofit, and the <a href="https://en.wikipedia.org/wiki/Office_of_Justice_Programs" target="_blank">U.S. Department of Justice’s Office for Victims of Crime</a> aims to change that by training police officers to facilitate communication with Deaf victims, such as teaching them how to find legitimate sign language interpreters. Activists say many law enforcement officials don’t know the best way to communicate with Deaf victims, discouraging the victims from reporting abuse.<br /><br /><br /><br />“Now, they don’t have equal access to get the help they need,” Erin Esposito, a Deaf woman and executive director of the Rochester, New York-based <a href="http://asadv.org/">Advocacy Services for Abused Deaf Victims</a>, said of Deaf victims. “The goal is to create an atmosphere where Deaf people can feel confident to go into a police station and get help.”<br /><br /><br /><br />The Translating Justice Initiative is a three-year program, funded with a $1 million grant from the U.S. Justice Department that will go toward virtual and in-person training sessions of police officers, prosecutors and court administrators <a href="http://deafyouvideo.blogspot.com/2016/03/cpd-gets-new-vrs-equipment-to-assist.html">to help them better communicate with the Deaf</a>, as well as the hard of hearing and those with limited English proficiency. The training is intended to enable police agencies to look at their policies regarding Deaf victims, revamp them to better facilitate communication and show officers how to better use resources already out there to help the Deaf, said Susan Shah, one of the co-leaders of the initiative.<br /><br /><br /><br />Officers will be instructed in telephonic interpretation services, finding interpreters in the community and ways to avoid outdated technology, Shah said. Another major part of the training is teaching police to reach out to the Deaf community so Deaf victims of domestic and sexual abuse can feel more comfortable coming forward.<br /><br /><br /><br />There is no cookie-cutter training for every police agency as every one has different levels of how well they interact with Deaf people, Esposito said. While there have been localized efforts to fund programs for Deaf victims, this is one of the only national initiatives providing this type of training, activists said.<br /><br /><br /><br />No one event spawned the project, which has been in development with the Justice Department and other agencies, such as Advocacy Services for Abused Deaf Victims and the National Center for Victims of Crime.
